The Buccaneers activated running back Giovani Bernard from injured reserve on Saturday, and waived linebacker J.J. Russell. They also elevated linebacker Ulysees Gilbert III from the practice squad to the active roster for Sunday's game. Meanwhile, the team downgraded Leonard Fournette from doubtful to out, and he will not make the trip to Cleveland to play the Browns.
